About

State Board of Education (SBOE) is the fiduciary of the Texas Permanent School Fund (PSF). PSF Investment Staff, a division of the Texas Education Agency, manages the assets of the fund. PSF was created by Texas Legislature in 1854 for the benefit of the public schools of Texas through an appropriation of USD 2 million. The Constitution of 1876 required that certain lands and entire profits from the sale of these lands should form the PSF. In 1953, U.S. Congress passed the Submerged Lands Acts which renounced to coastal States all rights of the U.S. navigable waters within state boundaries. A key source of funding for the Texas Permanent School Fund is its oil, gas, and mineral royalty payments and leases from the land.
