Based in Dublin, Ireland, and founded in 2018 by founder Rena Maycock, Cilter Technologies Ltd. , doing business as Chirp provides software that protects and empowers children online by examining all data that enters and leaves the device. In November 2025, Chirp raised venture funding from individual and other investors. Cilter is child-protection software built into the operating system of the phone that makes internet use safe for children by analyzing all data both coming into and going out of the device, filtering it for offensive content, and then alerting parents.

The software allows access to all data and communications and effectively detects signs of potentially damaging content, such as bullying, coercion, and harassment, and takes action by blocking and informing parents. The company plans to utilize the November 2025 funding to develop and deploy its AI system that monitors and blocks harmful content on smartphones and to support its rollout in additional regions.
